This Tutorial written by me. I did it with PSPX3 but it might work with other versions, too.

You need Supplies

1 Tube of choice

FTU Scrap by Fantasy Dream Designz. Can you download on her Blog here.

Mask WSL_Mask38 by Chelle. Can you download here. 

I use the beautiful tube by Jamie Kidd. You must purchase a licence to use his art which can be done here.

 Let's begin!

1.

Open a new Raster Layer 800x800px - Flood fill with white

 Open 3 Papers of your Choice

Copy and paste the first Paper as new Layer

apply the mask WSL_Mask38

Layers - Merge - Merge Group

Resize to 80%

 Copy and paste the second Paper as new Layer

apply the mask WSL_Mask38

Layers - Merge - Merge Group

Resize to 80%

 Copy and paste the third Paper as new Layer

apply the mask WSL_Mask38

Layers - Merge - Merge Group

Resize to 80%

Now move the 3 Layers as you like it

I opted for this variant

Open FD-Always-Element31 - resize to 80% - copy and paste as new Layer

Open FD-Always-Element20 - copy and paste as new Layer

Move it under the Frame and into the top right corner

  

Duplicate - Image - Mirror and move it into the bottom left corner

so should look it 

   

Layers - Merge - Merge Down

Activate the magic wand and click in the middle of the Frame

Selections - Modify - Expand by 4px

Turn the frame level and the white background out

Layers - Merge - Merge Visible

press the delete key

again turned the Frame Layer and the Background Layer

Open a Paper of your Choice - copy and paste as new Layer

Selections - Invert - press the delete key

Selections - Select None

Move the Paper under the Frame Layer

Open your Tube - copy and paste as new Layer

Move the Tube in the middle of the Image

Now you can decorate the picture, so how you like it

My selection of elements see you on top to the Image
